We, Blueskin Baywatch Ltd Incorporated Society, wish to be a party to the following proceedings:
Appeal - Blueskin Bay Forest Heights Ltd v Dunedin City Council – LUC-2007-543(Dated 21 April 2009)
We are a body representing a relevant aspect of the public interest
Blueskin
Baywatch Society is committed to maintaining or improving the current character of the Blueskin Bay and Dunedin North Coast area and community in a sustainable manner.The Objects of the Society are to:
Advocate for sustainable development which retains the intrinsic character of the Area, Community and Environs:
Promote the values of ownership, tolerance and inclusiveness within the community.
Advocate towards protecting and enhancing the natural flora & fauna of the area.
Act as an identity and a conduit for communication with the local political bodies and governing authorities.
Act as an identity and a conduit for liaison with potential developers in the area.
Act as a legal entity, able if necessary, to present cases to bodies such as local political bodies, governing authorities, the Environment Court, High Court or Court of Appeal.
Carry out actions to further the principles and other objectives of the Society.
We as a body have also made a submission in the previous proceedings on the same matter.
We are interested in all the proceedings.
We are interested in the following particular issues:
Proposed increase in density of residency in a rural zone, and the apparent and real concentration of residences along a relatively narrow strip of rural land
Increased traffic effects upon local residents
Visibility of the residencies, both during the day and at night, as present upon an intermediate ridge line (visible from much of the bay as a primary ridge line)
Potential land-management issues associated with multiply divided land being owned and administered by many different parties.
We oppose the relief sought because –
We believe that the dispensation sought for additional properties within the consent will have a ‘more than minor’ effect.
We agree to participate in mediation or other alternative dispute resolution of the proceedings.

Land Put to Rural Use
We both agree that the access to the coastal margin has been well constructed and that the planting will certainly regenerate the coastal strip well, once it has had time to establish.
Whilst we both miss the trees and birdlife that used to grace the greater part of the land, we acknowledge that the body of the property is now planted with oats.
Whilst the historical goals to maintain the land "as a public park" with "wise planting only equalled by that of Bendix Hallenstein, the creator of Queenstown's Gardens." has been forever destroyed, it seems clear that the site is useful rural land, with wide future possibilities of agricultural use.

DCC Rural Rules Review Extended
Paul Freeland, at the DCC Planning team for this project, has confirmed that the DCC will look at any comments right up to release of the draft in March / April next year, but would prefer to receive comments in the run up to Christmas, as they are preparing the draft now.
Some of us in Blueskin Bay Watch have put in a submission advocating our values and opinions - a copy of which I have posted in the following comments to keep a record.
I urge anyone who has a stake in appreciation of the landscape in this region to put forward a submission to the DCC. There are links to draft area descriptions and questionnaires on the Consultation Register Page of the DCC website, but any comments in any form should be read and taken into account by the DCC - there is no requirement to follow a pro-forma.
If anyone wants to post a copy of their feedback to the DCC in the comments section, so we have a record of it, that would be great.
